Online bingo industry observers and operators of bingo games online will take some encouragement from the latest eCOGRA report that concludes that the European online gambling regulatory situation is showing signs of improvement.
eCOGRA is an independent player standards and protection organization that keeps tabs on developments in the online gambling sector.
eCOGRA CEO Andrew Beveridge said that as more European Union member states relax their positions on competition and online gambling, operators have a vested interest in maintaining high standards.
In particular, Beveridge said pressure from the European Commission and action being taken by online gaming companies are beginning to effect governments’ policies towards a climate for liberalization.
"Now, more than ever before it is important that eCOGRA accredited operators adhere to the eGAPs [operational standards] that have taken so much international expert input and effort to construct, providing a set of best practice standards across the operational spectrum that will meet the scrutiny of the most discerning jurisdictions," he said.
A number of EU countries still maintain monopolistic policies regards their gambling sectors, something that puts them at odds with EU law mandating free trade of goods and services between member states.  Online bingo halls and operators of online bingo games are still restricted from operating in the Danish, French, Greek, Swedish and Dutch markets due to state-run gambling monopolies in those countries.

Hopes in the online bingo industry that access to the Dutch online gaming market would come sooner than later have received a blow with the news that The Netherland's Council of State is not likely give a verdict on the case between Betfair and the Dutch government.
Betfair is being refused a Dutch gambling license by the Dutch government due to its gambling monopoly policies.  The ruling by the Council of State means that the Betfair case against the justice ministry over being refused a license will not be resolved for at least two years until after the European Court of Justice makes a ruling on the case.
Betfair does not offer online bingo games, but its restriction from accessing various European markets has become a test case for many online gaming industry observers looking for clues as to when European markets will be fully opened.  Dutch gambling monopoly policies, which restrict many UK-based online bingo halls from operating there, put the country at odds with the European Union’s push for free trade between member states.

NetPlay interactive television group, which operates interactive and online bingo games, has shown substantial growth of 61% for its operations over 2007.
The company now boasts revenues of GBP 9.4 million for the year. Amongst the company’s successes leading to this jump in revenue was the successful launch of "Big Box Bingo" in July 2007.
The company has also recently entered into an agreement with online bingo developer Parlay Entertainment to help enlarge NetPlay’s bingo online products, though this deal is not reflected in the latest revenue figures.
NetPlay CEO Higginson commented: "It is extremely encouraging to see the strategic investment decisions we made in 2007 beginning to show excellent results in 2008. We firmly believe in the future commercial strengths of a converged gaming offering.”
The company says it will continue to launch new formats for a larger choice of games and that the acquisition of online bingo hall Bingos.com allows NetPlay to develop better systems across all platforms.

There’s speculation that the current Greek government attitudes and policies towards access of the country’s gambling market may be about to change.  Greece currently operates one of the most restricted gambling monopolies in the European Union (EU), but recent Greek media reports speculate an upcoming meeting may see a change in these policies.
European Commission official Charlie McCreevy and Greek economic minister George Alogoskoufis are scheduled to meet soon to possibly discuss the changes Greece needs to make to its protectionist gambling laws in order to bring them into line with EU standards.
It’s believed that the meeting is an attempt by Greece to avoid European Court of Justice charges against its state gambling monopoly OPAP.  If so, the news will be welcomed by online bingo games operators and online bingo halls hoping for further access to foreign markets within the EU.  Currently, there are a number of EU member states that restrict access to their online bingo markets, but the European Commission is making concerted efforts to change this.
